Description

In a two block walk here, I saw 5 different people sleeping on the sidewalks. One of them could be heard screaming for minutes before they disappeared into their sleeping bag. Another person yelling random stuff on Congress. Three people sleeping in the art store entry, one of the crumpled over on drugs. Needles and caps in so many random spots. Trying to remember the last time I saw police interacting with any of these people. It's bizarre and really makes Portland look like a clownshow. Does anyone care at this point, beyond those actually affected because they are residents of Portland?
